In all parts of the world , many children are involved in domestic work for a wage or not in the house belonging to the third group or employer . Hidden from public outreach , they are somewhat vulnerable to exploitation . The ILO estimates that there are 2.6 million domestic workers in Indonesia , where 26 percent of them children under the age of 18 years . The majority of domestic workers are women , about 90 percent , with a low education level ; generally come from poor families from rural areas .
Although domestic workers have an important role , housework is still not recognized as work . Because it is done in the household , which is not regarded as a work in many countries , their working relationship is not recognized in the national labor laws or other regulations . As a result , they can not get an workers entitled to labor protection .
